BANANAS partners with First 5 Alameda County and the City of Berkeley to offer on-site Quality Counts coaching. Quality Counts offers incentives, professional development, coaching, and a star rating system to support early care and education providers who are committed to quality and want to use best practices in their program.

ELIGIBILITY

All licensed and publicly funded license exempt providers are eligible to participate in Quality Counts. This includes:
  • California Department of Education contractors (CSPP and CCTR)
  • Early Head Start and Head Start
  • Licensed family child care providers and private centers
  • License-exempt public child care centers
Priority will be given to sites in underserved neighborhoods that enroll:
  • Children from low-income families
  • Infants and toddlers
  • Children with special needs
  • Children who are English language learners

BENEFITS

Quality Counts participants work with a Quality Counts coach to assess their program practices and develop an individualized Quality Improvement Plan (QIP) to reach quality goals. Quality support may include:
  • Priority access to professional development opportunities
  • Providers who complete 21 hours of approved professional development qualify for a $350 stipend
  • Coaching to support health and safety, program environments, learning materials, and program structure
  • Specialty consultation may also available for CLASS, CSEFEL, the Ages and Stages Questionnaire (ASQ)
  • Marketing materials like window stickers and banners to advertise your participation in Quality Counts and your commitment to quality
  • Family child care providers receive an invitation to a Family Child Care Provider Learning Community
You’ll receive these additional benefits at the time of rating:
  • An ERS assessment
  • A CLASS assessment
  • A review of program progress in areas such as child observation, developmental and health screenings, lead teacher and director qualifications, and ratio and group size
  • Two versions of a rating report—one for sites to use for quality improvement guidance and one to help families understand the site’s practices.
  • Incentives at each rating period

Quality Improvement (QI) Grant (One-Time-Only)

$2,000

Professional Development Stipend (Annual)

$350 – Each individual participant who completes 21 hours of approved professional development

Re-Rating Reward (Every Two Years)

$1,000 – Re-rating reward plus:

  • $250 for maintaining rating tier
  • $500 for every tier increase

Quality Improvement (QI) Grant (One-Time-Only)

$3,000

Professional Development Stipend (Annual)

$350 – Each classroom staff who completes 21 hours of approved professional development

Re-Rating Reward (Every Two Years)

$1500 – Re-rating reward plus:

  • $250 for maintaining rating tier
  •  $500 for every tier increase

Quality Improvement (QI) Grant (One-Time-Only)

$3,000

Professional Development Stipend (Annual)

$350 – Each classroom staff who completes 21 hours of approved professional development

Re-Rating Reward (Every Two Years)

$1500 – Re-rating reward plus:

  • $250 for maintaining rating tier

Note:  A small center is a center that has only one classroom

$4,000

Professional Development Stipend (Annual)

$350 – Each classroom staff who completes 21 hours of approved professional development

Re-Rating Reward (Every Two Years)

$1,000 – Re-rating reward plus:

  • $250 for maintaining rating tier
  • $500 for every tier increase

Note:  A large center has two or more classrooms

5 STAR RATING

Quality Counts participants are rated on a 5 star scale by independent observers who are experts in early childhood education. Your program can earn stars for practices that are over and above licensing requirements in these three areas:

  • Child development and school readiness
  • Teachers and teaching
  • Program and environment

Participating programs receive a 1 to 5 star rating after each assessment based on the program’s quality standards. A 5 star rating represents a very high quality program and a 1 star rating represents that the minimum standards were met.

Business Administration Scale (BAS)
The Business Administration Scale for Family Child Care (BAS) is a reliable and easy-to-administer tool for measuring the overall quality of business and professional practices in family child care settings. Providers use the information from the BAS to learn about the quality of their practices and take action toward positive change.

Program Administration Scale (PAS)
The Program Administration Scale (PAS) is a valid and reliable instrument designed to measure the leadership and management practices of early childhood programs. The PAS provides valuable information to directors about the quality of their administrative practices and can be used as a springboard for program improvement efforts.
